Amazon Eases Pan-European FBA Enrollment for Sellers
New Exemptions Aims to Simplify ASIN Enrollment Across Europe

Amazon has eased the requirements for enrolling products in its Pan-European Fulfillment by Amazon (Pan-EU FBA) program. Amazon will allow more ASINs to qualify for Pan-EU FBA, even if they still need to meet previous listing criteria. The new update is aimed at making the ASIN enrollment process simpler for sellers to expand their businesses across Europe. In a recent Seller Central update, the company announced that from July 1, 2024, the new policy has come into effect.
Key Changes to Enrollment Requirements
Previously, sellers were required to have active product listings in four Amazon stores—Germany, France, Italy, and Spain—and maintain inventory placement in at least two of these countries to qualify for Pan-EU FBA. The new policy introduces exemptions for ASINs that do not meet these criteria due to inactive listings caused by local language category requirements, restricted products, or blocked accounts.
Under the updated guidelines, ASINs will be automatically enrolled in Pan-EU FBA if sellers maintain active listings and inventory in at least two countries, regardless of their status in the other two.
Grace Period for Reactivation
Sellers whose products are automatically enrolled will benefit from local Pan-EU FBA fulfillment fees in each store where they have active listings and inventory. An exemption from having an active listing will be granted at the ASIN level, allowing sellers a grace period to reactivate their listings. Initially, this grace period will be unlimited; however, it will later be restricted based on the reason for exemption. Amazon will provide a 30-day notice before implementing any changes to the grace period duration.

Accessing Exempted ASINs
Sellers can easily manage their exempted ASINs by visiting the designated section in Seller Central, where they can download a list of ASINs that qualify for the new exemptions from Pan-EU FBA listing requirements.
Benefits for Sellers
The policy change offers several advantages to Amazon sellers:
Expanded Market Access: Sellers can more easily tap into multiple European markets, potentially increasing their customer base and sales.
Cost-Effective Fulfillment: Participants will receive local Pan-EU FBA fulfillment fees in each store where they have an active listing and inventory placement.
Flexibility: The grace period for exemptions gives sellers time to address inactive listings without losing program benefits.
In conclusion, the new update from Amazon is a significant step towards simplifying the Pan-European FBA process for sellers. By easing enrollment requirements and introducing a grace period for inactive listings, Amazon aims to help its sellers maximize their reach across European markets. For more details on the new enrollment criteria and grace periods, sellers are encouraged to consult the Pan-European FBA ASIN enrollment page.
