Amazon Europe Referral Fee Calculation Update to Take Effect from August 1

New fee methodology aims to standardise referral fee calculations across Amazon Business orders in Europe

Selling across multiple European marketplaces could become more predictable for Amazon sellers from August 1, 2026, following an important update to the Amazon Services Europe Business Solutions Agreement. The change, announced through Seller Central, will standardise the way referral fees are calculated for certain Amazon Business orders, reducing complexity for sellers engaged in cross-border trade within the European Union.

The update specifically affects orders purchased by Amazon Business EU S.à r.l. under the Invoice by Amazon programme. Amazon said that from August 1, referral fees for these transactions will be calculated using the Fee Base Amount instead of Sales Proceeds. The move aligns the fee calculation process for Amazon Business orders with the methodology already used for standard customer purchases.



What Is Changing?
At present, referral fees for some Amazon Business orders can vary depending on the VAT rate of the destination country where the item is delivered. This creates situations where sellers pay different referral fees for the same product sold through different European countries.

Under the revised agreement, referral fees will be based on the product's listed Fee Base Amount, creating a more consistent fee structure across Amazon's European marketplaces.

According to the Seller Central announcement, the change applies only to Invoice by Amazon orders purchased by Amazon Business EU S.à r.l. It does not apply to orders sold to other Amazon entities or transactions involving promotions such as Lightning Deals.

How Cross-Border Sellers Will Be Affected
The impact will be most noticeable for sellers engaged in cross-border European sales where products are dispatched to buyers located in countries with VAT rates different from the marketplace where the item is listed.

i) For example, a seller listing a product on Amazon Germany at €119, including Germany's 19% VAT, currently pays different referral fees depending on the buyer's country and local VAT rate.

ii)If the item is sold and delivered within Germany, the referral fee remains unchanged at €11.90 based on a 10% fee rate.

iii)If the same item is sold to a buyer in Italy, where VAT is 22%, the current referral fee would be €12.20. After August 1, the fee will decrease to €11.90.

iv) However, if the item is sold to a buyer in Luxembourg, where VAT is 17%, the current referral fee is €11.70. Under the new system, the fee will increase slightly to €11.90.

Why Amazon Is Making the Change
The update appears designed to simplify fee calculations and create greater consistency across Amazon's European marketplaces. By using a single fee calculation base regardless of local VAT differences, Amazon is reducing variability that has long existed in certain cross-border business transactions.

For sellers operating in multiple EU countries, this could make financial forecasting and profitability calculations easier. Standardised referral fees also reduce the need to account for varying VAT-driven fee outcomes when planning international expansion.

Potential Benefits for Sellers
The revised methodology offers several advantages for European marketplace sellers:
i) More predictable referral fees across Amazon Business orders.
ii) Simplified profit margin calculations for cross-border sales.
iii) Reduced impact of destination-country VAT differences on referral fee costs.
iv) Greater consistency between Amazon Business and regular customer order fee calculations.
v) Improved transparency when evaluating pricing strategies across multiple European marketplaces.

What Sellers Should Do Before August 1
Sellers using Pan-European FBA, European Fulfilment Network (EFN), Multi-Country Inventory (MCI), or local fulfilment operations across Europe should review how the change may affect their referral fee expenses.

Businesses that frequently ship products across EU borders should examine historical order data to identify whether they typically benefit from lower-VAT or higher-VAT destination countries. This analysis can help sellers estimate whether the update will increase or decrease their overall referral fee costs.

Amazon has also advised sellers to review the updated Amazon Services Europe Business Solutions Agreement before the changes become effective.

Agreement Update Becomes Effective August 1
The revised fee calculation methodology will officially take effect on August 1, 2026, when the updated Amazon Services Europe Business Solutions Agreement comes into force. Sellers who continue using Amazon's selling services after that date will be deemed to have accepted the changes.

For Amazon sellers operating in Europe, particularly those involved in cross-border trade, understanding the new referral fee calculation model is important for maintaining accurate pricing strategies and forecasting profitability. While some transactions may see slightly higher fees and others lower fees, the overall goal is a more uniform and transparent fee structure across Amazon's European business marketplace ecosystem.
