Amazon UK Updates EPR Rules for Sellers under New WEEE and Packaging Regulations

Automatic enrolment in Amazon’s Pay on Behalf service aims to simplify compliance for international sellers

Amazon UK has announced an important update on its Seller Central platform regarding Extended Producer Responsibility (EPR) requirements that now cover both Waste Electrical and Electronic Equipment (WEEE) and Packaging. The update is particularly relevant for sellers operating on Amazon.co.uk who are not based in the United Kingdom, as the marketplace will now handle certain EPR obligations on their behalf.

What is EPR
EPR is a legal framework that makes producers responsible for the environmental impact of their products throughout the product’s lifecycle, including waste management and recycling. In the UK, these requirements have been gradually expanded. The EPR for packaging came into effect on January 1, 2025, while the new rules for Waste Electrical and Electronic Equipment (WEEE) became effective from August 12, 2025.

How Amazon’s Pay on Behalf service works
For sellers whose registered business address in Seller Central is outside the UK, Amazon will automatically enrol them in its EPR Pay on Behalf service. This service helps ensure compliance by calculating and paying the necessary eco-contribution fees to UK authorities. The corresponding amounts, along with an annual service fee of GBP 20 for each applicable category (such as packaging and WEEE), will be debited directly from the seller’s Amazon account.

Simplifying compliance for cross-border sellers
This move is designed to ease the burden on international sellers who may find it difficult to register for EPR compliance independently. By managing eco-fees and paperwork through the Pay on Behalf service, Amazon ensures that sellers remain compliant without interrupting their sales operations. This is particularly useful for small and medium businesses that export to the UK but are not established within its jurisdiction.

Why EPR compliance matters
EPR is part of the UK’s broader strategy to reduce waste and promote sustainable production and recycling. Businesses that fail to comply can face penalties or listing restrictions. Through this policy, Amazon aims to align with government regulations while supporting sellers in maintaining their business continuity.

Amazon encourages all sellers to review their business address in Seller Central to confirm whether they fall under UK jurisdiction. Sellers should also familiarize themselves with the categories covered under EPR and understand how eco-contributions are calculated based on packaging tonnage and waste management costs.

The new EPR updates underscore Amazon’s continued effort to align marketplace operations with UK environmental regulations while helping sellers navigate compliance. By automating the process through the Pay on Behalf service, Amazon UK simplifies environmental responsibility for its global seller community and ensures a smoother selling experience on its platform.

This update was published on Amazon’s Seller Central, where sellers can find more details about EPR definitions, reporting obligations, and the complete EPR Pay on Behalf Policy for Third-Party Sellers.
