Netherlands offer now mandatory for new Pan-EU FBA products
Amazon expands Pan-European FBA requirements to include Amazon.nl marketplace
Amazon has announced on Seller Central that sellers enrolling new products in the Pan-European Fulfilment by Amazon (Pan-EU FBA) programme must now also list their offers in the Netherlands marketplace. This new rule comes in addition to the existing requirement of having offers in Germany, Spain, France, and Italy.
New requirement for Pan-EU FBA enrolment
To comply with the updated requirement, sellers must ensure that every new product enrolled in Pan-EU FBA has an active offer on Amazon.nl. This can be done by going to Manage all inventory and enabling Netherlands offers under the Manage offers in other marketplaces section. Alternatively, sellers can connect to the Netherlands through Build International Listings (BIL) in just a few clicks.

Benefits of listing in the Netherlands
By including the Netherlands in Pan-EU FBA, sellers gain access to thousands of new customers. Amazon highlights that sellers can save up to 53 percent on fulfilment fees and increase their FBA sales of new products by up to 24 percent. The integration helps streamline logistics while opening an additional European market.

Exemptions from the requirement
Some sellers may be exempt from the Netherlands listing requirement. Exemptions apply if:
* The product is restricted or cannot be sold in the Netherlands.
* The product does not meet local labelling or packaging rules.
* The seller’s Netherlands store account is temporarily deactivated.
* A product detail page for the item is not yet available on Amazon.nl.
Upcoming changes for existing offers
Amazon also confirmed that later this year, sellers will be required to add their existing Pan-EU FBA offers to Amazon.nl to remain enrolled in the programme. At least 30 days’ notice will be provided before this change takes effect. Sellers can check their enrolment status by visiting the Pan-European FBA inventory section, where offers with Netherlands listings will appear under Enrolled ASINs and those without will be marked as ASINs with enrolment ending soon.
VAT and compliance reminder
Amazon advises sellers to review their VAT obligations in the Netherlands through the European VAT education resources. Ensuring compliance with tax, labelling, and packaging requirements will be essential to avoid disruptions.
This Seller Central update makes the Netherlands a key part of the Pan-EU FBA network for both new and existing offers. For sellers, it means a wider customer base, potential savings on fees, and improved sales opportunities. Early preparation to meet these requirements will help sellers stay compliant and competitive in the European marketplace.
