In a recent announcement on its Seller Central platform, Amazon has unveiled plans to implement a new digital services fee starting October 1, 2024. This move comes in response to the growing trend of digital services taxes (DST) being adopted by various countries, including Canada, the UK, France, Italy, and Spain.

What is Digital Services Tax?
Several countries have recently introduced digital services taxes to generate revenue from large tech companies operating within their borders. While the typical DST rate ranges from 2% to 3%, the actual charges can vary based on complex factors such as business and buyer locations. Canada has recently enacted the Digital Services Tax Act (DSTA) as part of Bill C-59, which received royal assent on June 20, 2024.

Amazon's Approach to the New Fee
Amazon has opted for a fixed digital services fee rather than implementing a variable fee structure based on these unpredictable factors. Two primary factors will determine this fee:
1. The seller's country of establishment
2. The specific Amazon store where the products are sold

How the Fee Works
The new digital services fee will not apply to domestic sales for sellers established in the US who sell in the US store. However, for sellers based in countries that have introduced DST and sell in the US store, the fee will apply differently:
Canadian Sellers: A 3% fee on Selling on Amazon fees. For example, a $15 item sold in the US store will incur a 3% fee ($0.07) on the $2.25 Selling on Amazon fee.
UK Sellers: A 2% fee on both Selling on Amazon fees and Fulfillment by Amazon (FBA) fees. For instance, a $15 item sold in the US store will incur a 2% fee ($0.05) on the $2.25 Selling on Amazon fee and a 2% fee ($0.07) on the $3.30 FBA fee.

Key Points of the New Fee Structure
- Domestic sales in the US store by US-established businesses will not be subject to the fee.
- International sellers operating in countries with DST will face fees on their US store sales.
- Fee rates and applications will vary based on the seller's country of establishment.

Implementation Timeline
- September 1, 2024: Preview of the fee available in the Revenue Calculator
- October 1, 2024: Official implementation of the digital services fee
- October 1, 2024: Fee tracking available via Transaction View in Payments reports

Impact on Sellers
This new fee structure is likely to have a significant impact on international sellers operating on Amazon's US store. Sellers are advised to review the detailed information provided by Amazon to understand how the fee will affect their specific business operations and pricing strategies.

This new digital services fee is a significant update for Amazon sellers, particularly those based in countries with DST. By standardizing the fee based on seller location, Amazon aims to provide a clearer and more predictable fee structure. Sellers are encouraged to utilize the provided tools to understand and manage the impact of this new fee on their businesses.

For more detailed information on the fee rates by country and examples, sellers can visit the Digital Services Fee page on Amazon Seller Central.
