In an official update published on Seller Central, the company confirmed that the Amazon Prepaid Return Label program will now apply to all items, including high-value products. The move is aimed at creating a more consistent customer return experience while reducing delays and disputes for sellers.
What has changed
According to the update shared on Amazon Seller Central, US sellers will be required to use prepaid return labels for all seller-fulfilled returns starting February 8, 2026. This change removes the earlier exemption that allowed sellers to handle high-value item returns differently. Under the revised policy, sellers can no longer ask buyers to arrange their own return shipping or communicate separately to resolve return logistics. Instead, prepaid labels will be automatically issued to customers.

How the prepaid return label program works
The Amazon Prepaid Return Label program automatically provides buyers with a prepaid shipping label when they initiate a return. These labels are generated through Amazon Buy Shipping Services, ensuring tracked and compliant returns. Amazon says this automated process shortens the refund timeline. In most cases, refunds will now be processed within seven days of the return, compared to the earlier window of up to fourteen days. It also reduces buyer-seller messaging, which often led to disputes or delays.
Impact on high-value item sellers
For sellers dealing in expensive products, the removal of the high-value exemption is a notable shift. Amazon acknowledges that high-value returns can raise concerns around misuse, damage, or loss. To address this, the company has pointed sellers to its Seller Assurance for E-Commerce Transactions program. If a seller believes a refund was issued unfairly or the issue was not their fault, they can file a SAFE-T claim to seek reimbursement. This provides a safety net for sellers who face losses due to problematic returns.
Categories that remain exempt
While the rule is now broader, Amazon has clarified that existing category-level exemptions will continue. These include Handmade items, certified pre-owned watches, non-physical products, dangerous goods, and extra-large or heavy items. Products that are technically ineligible for prepaid return labels will also remain exempt from the requirement.
