Two-Phase Implementation
The USPS rate changes will be rolled out in two stages:
1. July 1, 2024: Priority Mail and Ground Advantage
2. July 14, 2024: eBay Standard Envelope and Media Mail
Priority Mail and Ground Advantage Changes (July 1)
Rate Increases
- Most shipments up to 10 lbs will see rate increases
- Increases vary by weight and zone
- Sellers can check the impact on their shipments using the eBay shipping calculator starting July 1
New Priority Mail Flat Rate Costs
- Flat Rate Envelope: $8.18
- Legal Flat Rate Envelope: $8.47
- Padded Flat Rate Envelope: $8.95
- Small Flat Rate Box: $8.71
- Medium Flat Rate Box: $15.19
- Large Flat Rate Box: $20.69

eBay Standard Envelope and Media Mail Changes (July 14)
First Class Mail and eBay Standard Envelope Rate Increases
- 1 oz: $0.69
- 2 oz: $0.97
- 3 oz: $1.25
Media Mail
- Rates will increase by an average of 9.9%
Additional Changes
- Signature confirmation fee will increase by $0.20, from $3.50 to $3.70
- Domestic insurance costs will decrease by approximately 10%
Connect eCommerce Program Update
The USPS is also adjusting rates for its Connect eCommerce program, which offers discounted shipping rates through platforms and marketplaces. This change will affect the cost of buying shipping labels through online marketplaces and postage providers starting July 1.
