Sellers shipping products directly from outside the European Union to EU customers face an additional customs handling cost from November 1, 2026, according to an update published on Amazon UK’s Seller Central. The notice says a €2 charge will apply regardless of shipment value, making it important for affected businesses to review their delivery arrangements and pricing.

The update, titled “New EU customs handling fee from 1 Nov,” explains that the charge will be applied per line item in the customs declaration. Amazon describes it as a requirement under EU customs rules, rather than an Amazon fee.

Understanding how the charge is collected can help sellers anticipate carrier bills, assess margins and avoid unexpected differences between their configured prices and the prices customers see.

How the €2 charge applies
According to the Seller Central notice, the fee covers imports shipped directly from outside the EU to customers within the bloc.

The distinction between a customs declaration line item and an order is important. Sellers should not assume that every parcel or customer order will attract only one €2 charge. A declaration containing multiple chargeable line items could result in a higher total.

For example, if a shipment has three chargeable declaration line items, the handling fee would total €6. Sellers should confirm with their carrier or customs representative how their products will be recorded.

Merchant-fulfilled sellers will pay their carrier
For Fulfilled by Merchant orders, Amazon says the carrier will invoice the seller for the fee and remit it to EU customs authorities. The seller is responsible for paying the carrier.

Affected businesses should check when these charges will appear on invoices and how they will be identified. Including the additional cost in profitability calculations can help sellers decide whether to adjust product prices or delivery charges.

The impact deserves particular attention for lower-priced products, where an additional charge can account for a larger share of the selling price.

Remote Fulfilment prices will include the fee
For sellers using Remote Fulfilment with FBA, Amazon says it will include the handling fee in the price displayed on the product detail page, in the basket and at checkout.

Consequently, customers in Amazon’s EU stores may see a higher price than the seller has set.

Amazon recommends reviewing pricing rules and automations to account for the added charge. Sellers using automated repricing should examine how their settings interact with the customer-facing price and whether their offers remain competitive.

The notice describes this treatment specifically for Remote Fulfilment with FBA. Sellers should avoid assuming that the same mechanism applies to every FBA order.

What sellers should do next
Start by identifying products shipped directly from outside the EU to EU customers. Then confirm the applicable collection method, review expected declaration line items and update cost calculations.

Amazon directs sellers to its “EU customs requirements for B2C imports into the EU” guidance, under the “New EU customs handling fee” section.

Preparing for the change can help sellers protect margins, reconcile charges and make informed pricing decisions. For affected businesses, the priority is to understand both the additional import cost and its effect on the final customer price before November 1.
